In addition to taking positions on Legislative issues, CSPE also works to protect its members on Regulatory Issues that impact both the P.E. License and Professional Engineering in California.

 

Regulatory issues normally cover changes made to the California Professional Engineers Act (in PDF) or new and different examination or enforcement procedures initiated by either the California Board for Professional Engineers & Land Surveyors (BPE&LS) or the national Council of Examiners for Engineering and Surveying (NCEES).

 

The CSPE Governmental Affairs Department monitors these regulatory issues and keep its members up to date on recent changes through its publication and via the Legislative Alert Program.

 

CSPE is a major advocate of obtaining generic registration for Professional Engineers in California.  CSPE is active and monitors a number of bills introduced in the California Legislature.  CSPE's Lobbying Coalition sponsors California legislation that promotes and improves the engineering profession in California.

 

While every effort is made to keep this list of legislation that CSPE is tracking up to date, members can ensure they are receiving the latest legislative information by registering for CSPE's Legislative Alert Program.

 

 

BPE&LS Appointments

As you may know, the BPE&LS board is comprised of 13 members.  The majority (seven) are public members.  The other members are engineers representing the three practice acts; civil, electrical and mechanical; one authority: structural or geotechnical; and one title act representative.  There is also one land surveyor member.

CSPE Regulatory Issue Agenda

Code of Professional Conduct – As part of the BPE&LS reauthorization the legislature mandated development and enactment of a code of professional conduct.  CSPE has provided testimony on the draft code that BPE&LS has been constructing.  While all CSPE and NSPE members are bound by a code of ethics through their membership in these two organizations, this code of professional conduct would be an additional enforcement mechanism for BPE&LS.  Violations against this code could result in public reproval, suspension, or revocation of the PE’s license. 

 

CSPE believes all engineers should act and practice in an ethical manner, however the adoption of a code within state licensing laws and regulations poses specific problems to the profession.

CSPE opposed changes to NCEES Exam Policy 8, which required existence of ten EAC/ABET-accredited programs instead of one for recognition of a new engineering discipline.

Supported legislation that regulated and restricted the use of the title "Professional Engineer" to individuals holding a valid P.E. license.

CSPE representatives attend every meeting held by BPE&LS and NCEES and provide reports to the membership on actions taken at that meeting through the Legislative Alert Program.
