QBS- Qualifications Based Selection

CSPE supports and enforces QBS regulations for the selection of engineering professionals by local agencies throughout the state of California.

QBS stands for Qualifications-Based Selection. QBS is a rational procedure that facilitates the selection of professional consultant services. The selection is based on qualifications and competence in relation to the scope and needs of a particular project. QBS entails a step-by-step process that will facilitate the the owner's selection of a design professional on the basis of qualifications and competence in relation to the scope of the project, and helps in the development of an appropriate scope of work for a particular project.

Not only is QBS fair and objective, it is also the law.  Chapter 10 of the California Government Code, Sections 4526-4529, mandates local agencies throughout California to select applicable professional consultant services on the basis of demonstrated competence and professional qualifications.

Consult the QBS Manual (in PDF) for details, sample letters, checklists and more as it relates to Qualifications-Based Selection.
